What point in a developer’s career is the 'right' time to pick up a development tool?

Every now and then you come across someone who confuses jQuery with javascript or uses bootstrap to build websites without knowing how CSS works, starting developers get hooked on to tools/frameworks that offer a lot of shortcuts and lose on the fundamentals.
