Should interviewers judge a programmer's ability to Google and take outside help to solve a problem?

Many times we are stuck with problems and take help of fellow community members on Google/Hashnode/SO etc and finally solve the problem.

Why not treat this as a must-have quality of a programmer? Shouldn't interviewers test if the said developer is able to Google, research and finally find solution of a problem?
