Should I fire a software engineer for working on his side projects during office hours?

I am the founder & CTO of a startup. I just discovered that one of my team members is spending couple of hours a day on his own side projects. I warned him once, but he seems stubborn and still keeps building them. Right now it doesn't have big impact on the product we are building, but it may start to have an effect soon.
