Is there any demand for developers who know just HTML + CSS (No JavaScript)?

I found this question here in Chris Coyier's AMA on Hashnode. Just thought to have the community's opinion on this.

Do you work with developers who are just experts in only HTML and CSS? Is there any real demand for such developers?
