How to add a background video to a website with a quote written on it?

I have been working lately on creating a website of my own by writing the code from scratch on NetBeans using Bootstrap and just running it on the localhost.

I wanted to add a video in the background of the page for a specific width and height with a small description written at the center of the video screen. How do i do this?
