How do I sell my service best?

I want to see if I can get some more freelance, or consultant, work by promoting myself with a website. Not sure how effective this is nowadays, but it's something. What is your experience with doing this? Is it better to promote myself as a company doing some services or should I do a more personal take on it and promote myself as the person I am and what I can help with?
