Can I use Google maps API to navigate based on custom data and not on distance?

I want to create an application that routes it's users based on pollution in an area,I wanted to know if i can use google maps api to navigate based on the basis of pollution in an area.

If it is possible then how?If not possible is there any other way to do it?
