Angular 2 or React for my new project?

Hi,

I am a huge fan of JavaScript frameworks and functional programing.I have a requirement for a new project with is a SPA. I am confused with which framework should I choose.I read so many times that React is not a framework.Its just a UI library.But i saw some projects using React & angular combined.

I have done projects in Angular 1 with nodejs. But I am completely new to React and angular 2.So as a advise which one should I choose based on performance,scalability and code maintainability and man hours.
