Hi Shivaraj thanks for your attention to details. Your understanding is correct however, it is the right permission. 600 means only the owner of the file has full access not others. Please refer to this:

I Mean even though if user wants to have full access it should be 700 not 600 read-4,write-2,execute-1 total 7 and group and others 0 so it would be 700 Ritesh Kumar Nayak

Your understanding is correct. But there is a very thin difference between 600 and 700 . Please visit the stackoverflow link that I have pasted. It will help!
